Springfield considers special permits for fast food restaurants, undertaking business

SPRINGFIELD — The City Council has public hearings scheduled Monday night to consider special permit requests, including plans for two new fast food restaurants.

The remote council meeting begins at 7 p.m. on Focus Springfield Community Television and via Zoom.

Colvest/Columbus Springfield LLC is seeking a special permit to convert a building at 1259 East Columbus Ave., at the corner of Union Street in the South End, into a Burger King. The permit is needed for the drive-up window.

The Burger King will be in a vacant commercial storefront, adjacent to the current offices of the Colvest Group and Berkshire Bank, according to the planning department’s report.

In a separate hearing, Holyoke Retail LLC, care of The Colvest Group, is proposing construction of a Kentucky Fried Chicken restaurant at 56 and 64 St. James Blvd. in Liberty Heights, with a drive-up window needing the special permit.

The proposed development is at the corner of St. James Avenue, adjacent to a Walgreens store. Two vacant commercial buildings on the site have been demolished.

A third hearing involves a proposed undertaking business at 43 Sullivan St. in Liberty Heights. The petitioner, Joseph J. Nowak, plans to lease a portion of a mixed-use office building.

The business would not offer services to the general public, but would provide support services including removal of remains, embalming and shipping of remains to retail funeral establishments, the planning department analysis said.

A fourth special permit request was filed by Kevin Conway for a motor vehicle sales and service business at 143 Parker St. in Indian Orchard.

The site is vacant but had been used years ago for a similar business. A special permit is needed when a site has been vacant for more than two years.

The former building was demolished and the plans call for construction of a new building at the rear of the property with parking in front, according to the planning department analysis.
